He had two weeks in which he could have pardoned them and he didn't - he pardoned a load of corrupt associates and Republicans instead.

Now he's promising to issue pardons in the future, when all but a few of the most violent offenders will have already completed their sentences, and these suckers probably still believe he gives a shit about them.
